NOTICE OF SECURITY PROTOCOL ACTIVATION
NCCC Members,
This is General Reed.
In direct response to our earlier confab, I am writing to inform you that within the hour, I—as head of Security Command for New Cascadia and the UESC Marathon—will be assuming full, temporary command control of all planetary and ship-based operations.
This group is being notified, as dictated by command operations protocols, to reiterate agreed upon procedures and ensure compliance for a smooth transition into our individual crisis management roles.
To ease concerns, I expect to make little, if any, changes to the public-facing command structure. Plans remain to be finalized but we are moving swiftly, as circumstances dictate. I will need you all to do the same—quick adherence to the directives that are forthcoming will help maintain public confidence in our leadership as they encounter and react to the scope of the damage done.
As you will learn in full detail in briefings to follow, there is every intention to maintain normal emergency operations as we address the aftermath of 0307. It will be vital to both the success of our emergency services, and the long-tail viability of this colony, for the public to see as little disruption to their daily lives as possible.
I am aware that sounds counter to the reality we are facing, but I assure you, acknowledging the scale and impact of this tragedy while obfuscating the details and acting to spec in our response will create a level of acceptance to our narrative that an outright mil-sec command takeover would threaten.
Nothing we do next will be easy, but it is necessary.
First steps are to secure all parties immediately impacted by the events for debrief. This includes both orbital witnesses and those survivors of the port site invasion, along with any outliers we can identify. We need to know who saw or experienced what, and who they may have been in contact with.
Additionally, I am authorizing the deployment of SecComm operatives to be embedded in all salvage recovery units to control debris collection and storage. There's no telling what scraps have been left behind. We must make every effort to secure 100% of all non-local materials—biologic and mechanical.
Communications were severely limited during the encounter, and we were able to fully partition the planetary intelligence suites, so details appear to be muddied enough for messaging to be controlled via strategically deployed narratives.
We've built a life here based on trust and honesty, so allow me to acknowledge that, yes, the need for deception is unfortunate, but necessary. If any of us find ourselves questioning the course of action we have chosen, let's all remind ourselves of what we are protecting.
The Marathon, as of now, is lost to us as a vessel and we cannot yet know if it will ever function again. The loss of its family suite and the damage to its systems and drivers will require decades to sort out, if possible. The truth of what we encountered, combined with the reality of being trapped here with no means of aid or escape, would make maintaining not only peace but focus on day-to-day existence a near impossibility.
We cannot risk this colony turning on itself out of fear. So, we must control the messaging. We must mourn. We must recover. We must move on and move forward. And hope whatever found us will not find us again.
