We aren't interested in targeting affective response. We're interested specifically in removing, degrading, or recontextualizing the problematic memories in support of the reinterpretation campaign. There's precedent; read up on the occupational amnesia experiments in the orbital colonies.

Once again: Even if it were possible to target specific memories without severe unintended consequences, it would not be effective. It's essentially prescribing repression. Destroying the memory of the event will not remove its effects on the body or the mind. You can't treat a fear of dogs by amputating the hand that was bitten. Whatever security benefits are gained by repressing civilian recollection of [REDACTED] or [REDACTED], they will be forfeited to cognitive injury, resurfaced trauma, and a devastating loss of knowledge.
